#CA-TJ Under the supervision of the Finance Manager and working directly with the State Contract Services Program Director and Managers, the incumbent provides overall financial and analytical support to the department for the California Department of Public Health (CDPH) funded interagency agreements. The role of this position is to serve as the State Contract Services Pre & Post-Award Research Analyst requiring a broad knowledge of the University and state agency financial policies, procedures and best practices.

This position requires extensive critical thinking, problem-solving and communication skills to resolve complex issues and make recommendations to facilitate resolution. Responsibilities include account management, fiscal compliance, reconciliation, and analysis of state contract funded accounts. The incumbent is responsible for the preparation of pre-award budgets, post award monthly invoicing, oversight of procurement, oversight of event and travel processes which will include processing financial documents via AggieEnterprise, Cognos, UCPath, UCDBuy, DaFIS/Kuali related and in support of state funded accounts. The incumbent must utilize initiative, good judgment, and discretion in researching, analyzing and compiling necessary information to assist the state contract unit in financial management and responding to a wide variety of complex issues between the department program, CDPH liaisons and campus general accounting (CGA). Responsible for maintaining all financial files for contract agreements including financial records and relevant backup and invoice support. This position shares management and oversight of $700K in annual direct state base budget funding, and over $79 million of contracts with the California Department of Public Health. The incumbent also provides backup accounting support to the Medical Surveillance Financial Analyst for over 40 state and government contracts each ranging from $30,000 to $3 million. This position works independently and requires a high level of initiative, responsibility, and accuracy with major consequence to errors. BA/BS or combination of equivalent experience accounting/book keeping experience Demonstrated experience using generally accepted accounting principles and University accounting policies and procedures. Demonstrated experience utilizing tact and diplomacy to successfully interact with faculty, staff, researchers and the public in a complex and growing department. Knowledge of cost allocation methods. Knowledge of federal, state and private grant budgeting, financial reporting, and policies regarding use of contract and grant funds. Demonstrated skill and experience in budget preparation, analysis and forecasting with ability to control complex budgets and recognize potential problems. Demonstrated knowledge of federal and state grant requirements and the pre- and post-award process. Strong organizational and time management skills and ability to prioritize workload, condense information, follow-up on pending items and possess the flexibility to shift priorities and to meet deadlines. Demonstrated ability to manage multiple funds involving many different accounting procedures including analysis, reconciliation, projection, fiscal and grant closing. Demonstrated analytical skills to independently research issues, analyze data and prepare complex financial reports. Demonstrated analytical skills to evaluate complex policies and interpret for appropriate application to university procedures. Demonstrated ability to comprehend complicated instructions and accurately identify and project budget data on extramural contracts and grants. Demonstrated skill and ability to maintain confidentiality, exercise discretion, use independent and mature judgment and work independently without direct supervision. Excellent written and oral communication skills and effective listening skills to analyze issues and present information and recommendations concisely utilizing appropriate grammar and punctuation, to correspond with various individuals, compose business letters, record progress of work and describe and explain procedures. Oral communication skills to effectively train, interpret, and advise others on financial matters. Preferred Qualifications
MBA or Accounting / Book keeping experience Experience using Kuali, Decision Support, UC PATH, Cognos or other similar computer-based accounting systems. Demonstrated experience and advanced computer skills including MS Word, and Excel. Experience with UCD and UCDHS contracts and business agreements preferred. Demonstrated knowledge of UC accounting and finance, personnel, and research/business contract policies and procedures. Demonstrated skill and ability to interpret and enforce University and department policy and procedures. Proven ability to use analytical and critical thinking skills to determine appropriate action with minimal direction. Demonstrated skill to implement and maintain effective accounting and budgeting principles and systems, including cost controls, auditing, and cost accounting. Statistical skills to compile, analyze, and present financial data in a clear and concise format. Demonstrated communication skills to interact with a wide variety of people in person and over the telephone. Must be flexible and have the ability to communicate effectively with team members as well as participate, contribute ideas, set goals, tolerate confusion, and support and implement decisions affecting the group. Interpersonal skills to interact in a sensitive and helpful manner with a diverse group of faculty, staff, and clients. Demonstrated initiative and ability to work effectively both independently and as part of a team; flexibility and willingness to adapt to changing situations in a positive manner. Demonstrated skill and ability to organize and initiate tasks without direct supervision, ability to work quickly under pressure of stress, deadlines, and frequent interruptions in a busy environment and retain interpersonal effectiveness. Ability to anticipate problems and recommend changes and solutions. Judgment to determine urgency of situations and react appropriately. Familiarity with Cayuse SP, Cayuse 424, and the NIH ASSIST system. Department Description

Must be able to work occasional overtime and a flexible schedule during peak periods. Vacation time may be taken during fiscal closing (May - August), but may be limited depending on workload.
