The work is varied and involves strategic planning, change management of significant importance which affect broad functional areas and multiple organizational levels.For additional information about the duties of this position, please contact Christopher Fischer at christopher.fischer@usda.gov or 707-562-8921.ResponsibilitiesPlan and manage program development and staff operations to improve program functionality.Prepare budget proposals to initiate, direct, and redirect projects and programsIdentify program or specialty area problems and defines the nature and scope of such problems for resolution.Perform strategic planning and change management functions affecting broad functional areas and multiple organizational levels to enhance mission accomplishment.Provide recommendations to upper level management on alternatives and solutions to problems.Actively seeks and builds public and private sector partnerships to promote effective program opportunities and integrated strategic approaches between inter-agency teams and Forest Service counterparts.Develop and maintain close liaison relationship with all supervisors, their staff and external partners to develop integrated strategic approaches for problem resolution.Coordinate complex professional, scientific, technical, managerial, and/or administrative work to ensure services meet customer and unit needs.Identify and analyze emerging and critical problem issues for program improvement.Travel RequiredOccasional travel - Occasional travel for training and/or meetings. Specialized experience examples are: Analyzed, planned and evaluated operational activities, policies and courses of action related to forest management issues; Interpreted and executed existing and new forest management policy; Developed strategic plans to implement a long-range forest management program of work; and/or Provided technical guidance to subordinates and/or upper management on the execution of forest management programs such as timber management or silvicultural practices.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement. Education There are no educational requirements for this position.
