Summary

This vacancy will be filled using the Office of Personnel Management's Direct-Hire Authority. Veterans' preference and traditional rating and ranking of applicants do not apply to positions filled under this announcement.

This vacancy will close at the end of the open period or when selections has been made, whichever comes first. It will be used to collect applications and fill vacant positions as they become available.

Pay will be determined based on the locality pay of the duty station.

Responsibilities

  • Conducts onsite investigations to assess crop insurance program compliance.
  • Performs investigations to substantiate alleged or suspected instances or patterns of noncompliance.
  • Participates in negotiations with persons whose activities have been found to be at odds with agency guidelines
  • Conducts analysis of reports required of individuals and re-insured companies engaged in crop insurance activities to assess their compliance with mandatory guidelines.
  • Explains and promotes the regulatory/compliance program to those whose activities are subject to it, as well as to the general public.
  • Serve as an investigator with responsibility to conduct on-site reviews and evaluations of Re-insured Companies and general Risk Management program operations to ensure compliance with FCIC approved policies, procedures and guidelines.
  • Assist senior investigators in reviewing problems, controversies or alleged or suspected irregularities in claim inspections and payments.

Qualifications

Applicants must meet all qualifications and eligibility requirements including specialized experience and/or education, as defined.

Specialized Experience for GS-07:

  • Applicants must have one year of specialized experience equivalent to the GS-05 level that demonstrates the knowledge, skills and abilities to perform successfully the duties of this position. Specialized experience is experience performing basic investigative assignments requiring the skill to apply standard investigative principles and techniques performing compliance assignments, receiving guidance and detailed instructions from higher grade investigators OR
  • Superior Academic Achievement (S.A.A.): Completion of all academic requirements for a bachelor's degree in any field which meets on of the following: (NOTE: You must attach your bachelor's degree transcript to claim S.A.A.). Class Standing: A standing in the upper third of the graduating class or major subdivision such as a school of agriculture or school of business at the time of application.- Grade Point Average (GPA): A GPA of 3.0 or higher out of a possible 4.0 as recorded on the official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of curriculum; or a GPA of 3.6 or higher out of 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of curriculum.- Election to membership in a national scholastic honor society (other than freshmen societies) that meet the requirements of the Association of College Honor Societies OR
  • One full academic year of progressively higher level graduate education or masters or equivalent graduate degree from an accredited college or university with a major field of study in business administration, economics, agricultural economics, agriculture, farm management, criminal justice or law; that is related to the work of the position and that demonstrates the knowledge, skills and abilities necessary to perform the work OR
  • A combination of education and experience listed above and the total percentage must equal at least 100%.

Specialized Experience for GS-9:

  • Successful completion of at least two full academic years of progressively higher level graduate education or master's equivalent graduate degree from an accredited college or university with a major field of study in business administration, economics, agricultural economics, agriculture, farm management, criminal justice or law; that is related to the work of the position, and that demonstrates the knowledge skills and abilities necessary to perform the work of the position; OR
  • One full-time year of specialized work experience equivalent in difficulty and responsibility to the GS-07 level in the Federal Service or private sector equivalent. Specialized experience may be credited for work performed as an advanced trainee or assistant who works on segments of investigative assignments, receives detailed instructions and completed work is reviewed to assess the progress, determine the need for instruction, and evaluate the technical accuracy and adequacy of work; OR
  • A combination of graduate level education and specialized experience that qualified for this position. Only graduate education in excess of the first year (18 semester hours) may be combined with experience under this standard.

Specialized Experience for GS-11:

  • Three full years of progressively higher level graduate education or a Ph.D. or equivalent doctoral degree from an accredited college or university with a major in a field of study in business administration, economics, agricultural economics, agriculture, farm management, criminal justice or law; that is related to the work of the position, and that demonstrates the knowledge, skills and abilities necessary to perform the work of the position. OR
  • One full-time year of specialized work experience equivalent in difficulty and responsibility to the GS-09 level in the Federal Service or private sector equivalent. Specialized experience is described as: Independently performing a full range of investigative functions for assigned cases or portions of cases, from planning through fact-finding to reporting the results of investigations, where assignments involve clear-cut instructions and operating guidelines, seeking advice when encountering situations that require significant deviation from instructions and operating procedures.; OR
  • A combination of graduate level education and specialized experience that qualified for this position. Only graduate education in excess of the second year (36 semester hours) may be combined with experience under this standard.

Specialized Experience for GS-12:

  • One full-time year of specialized work experience equivalent in difficulty and responsibility to the GS-11 level in the Federal Service or private sector equivalent. Specialized experience may be credited for work performed independently performing complex investigative assignments for government subsidized agricultural insurance or reinsurance programs, sufficient to perform the planning, conducting and reporting aspects of compliance reviews and investigations.

Education
