Summary

The incumbent of this position serves as the Financial Resources Specialist within one of the state office of the Natural Resources Conservation Service (NRCS), United States Department of Agriculture (USDA).

The incumbent performs a wide variety of complex duties and assignments in support of the formulation, allocation, utilization, analysis, and reporting of financial resources necessary to accomplish the mission responsibilities of the state, area and field offices of NRCS.

Responsibilities

  • Provides support, guidance, and assistance to State Leadership Team in projecting, planning, allocating, executing fund certification, managing/tracking, and reporting on the financial and technical assistance resources needed.
  • Implements the state budget allocation, determining actions necessary to execute budget plans, providing input and recommendations, adjustments to budget plans or reprogramming of funds.
  • Monitoring status of funds and performing ongoing analysis of budget plans and expenditures; Analyzes financial information to confirm proper execution of funds; Identifying excess funds and initiating action to return unused funds if needed.
  • Coordinates sate internal controls processes and financial audit activities; Participates in conducting internal reviews; Develops recommendations for new or revised procedures.
  • Prepares a variety of reoccurring and non-reoccurring reports for presentation; Researches, reviews written materials.
  • Interacts and communicates with state, area, and field offices; Provides training and guidance to state leaders, program staff and partners on applying financial analysis techniques.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Applicants must meet the following Minimum Qualifications Requirement in order to be considered:

To qualify for the GS-12: You must possess at least one year of specialized experience, equivalent to the Federal GS-11 level or higher, that has equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position. For this position, specialized experience is defined as: Projecting budget needs and potential budget surpluses; Drafting budget plans, tracking expenditures; Providing guidance and assistance in projecting, planning, allocating, and executing financial resources; Analyzing financial information to confirm proper execution of funds.

To qualify for the GS-13: You must possess at least one year of specialized experience, equivalent to the Federal GS-12 level or higher, that has equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position. For this position, specialized experience is defined as: Providing financial management guidance; Interpreting financial data; Performing ongoing financial analysis; Implementing financial management improvements; Assisting in the resolution of accounting system problems; Monitoring financial systems to ensure funds are properly allocated and obligated; Coordinating internal controls processes and financial audit activities.

Note: There is no education substitution for the GS-12 or GS13 level.
